Dave is director of his own business, former Head of a Local Authoity Revenues Service and associate of HUBSolutions, with over three years experience as a consultant. Dave is co-designer of the Quality Assurance Database system with specialist expertise in reporting systems generally and Academy™ in particular.

 

Consultancy Experience

Dave Ellen personally provided services, products and consultancy to London Boroughs of Islington, Lambeth, Salisbury, Amber Valley, Wealden and Havering.
Recent consultancy assignments include:
LB Lambeth - Performance monitoring system implementation, Academy™ benefit system development, Training on Academy™, ADS training, ADS query expert, SQL design, Filing system management database design, DMA database design, Template redesign project, Fraud initiatives, WIBs/SAFE monitoring, Excel & Access ad hoc training and problem solving. Salisbury DC 3 days – Train staff in performance management and SQL/MsExcel usage.
Accord PLC - Bid preparation for outsourcing firm at Peterborough City Council. This involved due diligence and staff interviews to enable a properly structured Revenues bid to be submitted.
Wealden DC 3 days – Train staff in implementing and using a Quality assurance database I designed
LB Islington January 01 to present (currently working at Islington) – Specification of WIBS scheme (now known as SAFE) Contract monitoring, contract renegotiation, designing and implementing contract monitoring database and complaints database. This involved dealing with senior managers and councillors.
Employment Experience

Implemented a new Revenues system in 7 months (Academy™)
Introduced the Verification Framework(VF) in May 98
Dealt with the introduction of Community Charge Benefit, Council tax Benefit and the many changes in Housing Benefit with no problems. Benefit always showed on the bills
Presented seminars to the Local Government Association on VF
Dealt with Chief Officers and members on a daily basis
Trained new starters and existing staff on benefit legislation and changes to legislation
Interacted with all council departments.
